Permanent solution for chapped lips?

Best thing to use is vaseline, but what i found best was drying my lips every time i had a drink of water; then if i stepped outside my house id always dry my lips before the cold hits. Just keep those lips DRY that's the main thing. And dont ever lick your lip EVER near the cold lol.
