Chapped lips for a year maybe 2 years?

I remember this problem going on for a while now and my lips would get chapped very often. It would usually start up every other 2 weeks or so and i would bite em off when they scale up. since a month ago my lips would get chapped every week and i would put burts bees wax but it never works, it just dries up and my lips would look shredded so i have no other choice but to bite em off again. im still using burts bees wax but how can i clear this problem permanently? this isnt an allergy problem or weather problem, its been going on continuously for a while now.
